Prof. Teresita Cruz-del Rosario has a long-standing interest and experience in development, devoting her professional career to analyzing and solving the problems confronting the developing world through academia and public administration. Aside serving with the Philippino Government’s Ministry of Agriculture and actively working with NGOs throughout Asia, her research and educational experience has spanned 20 countries that include consulting assignments with the Asian Development Bank, the World Bank, and the United Nations International Leadership Academy.

With more than 23 years of industry leadership on six continents, Dr. Bill Sowell has held senior management positions with such major industry firms as Swarco AG, Econolite, Peek Traffic, and Image Sensing Systems, and is considered to be a video detection market pioneer. Dr. Sowell serves on the Board of Directors of the International Road Federation, and is Chairman of the International Road Federation (IRF) Intelligent Transportation Systems (ITS) Committee. He is a member of ITE, IMSA, IEEE, and is a professional speaker and author.

Dr. Clark Capshaw is an experienced engineer and recent Ph.D. in Higher Education Leadership and Policy studies. During his more than twenty year career as a practicing engineer, he has developed well refined skills in research, engineering, evaluation, teaching, and team leadership. Currently, Dr. Capshaw works in the Strategic Assessments Branch of United States Africa Command (AFRICOM) in Stuttgart, Germany. As an Operations Research Analyst, he leads teams in developing assessment methodologies for assessing AFRICOM campaign plans and intended effects of those plans.

Dr. Denise N. Baken is the president of Shield Analysis Technology. She is a retired Army Colonel with prior positions that included Chief of Staff for the Special Assistant to the Deputy Sec. of Defense for Chemical and Biological Protection. Most recently she was the Director for Biodefense Programs at the Center for Innovative Technology. She is currently an Adjunct Assistant Prof. of Biodefense and Biosecurity at the Univ. of Maryland and an Affiliate Faculty at George Mason University. She has published on Cyber Security, Health Policy, and Framing Terrorism.
