Dr. Dhakal is a refugee, leader of the Bhutan National Democratic Party, and COI-Bhutan of International Refugee Rights Initiative (IRRI).

Biography

Dr. Dhakal is a political activist campaigning the cause of human rights and democracy in Bhutan and works with the public finance management group based at the Duke Center for International Development of the Sanford School of Public Policy, Duke University. He also works as a senior cost-benefit analysis expert for the Economic Growth Office of the United States Agency of International Development based in Washington on blanket purchase agreements. Dr. Dhakal is a refugee, leader of the Bhutan National Democratic Party and COI-Bhutan of International Refugee Rights Initiative (IRRI). Dr. Dhakal has worked on development issues In Central Asia, Southeast Asia, South Asia, the Middle East, Africa and North America. He specializes in public expenditure management, energy security and analysis of politics in South Asia.
