Biography

Richard Stuart Maltz is a “military philosopher” with 28 years commissioned service in military intelligence, counterterrorism, defense analysis, and leadership and organizational productivity enhancement. He currently works as a military doctrine, policy, and futures analyst and as a concept developer on various Joint and service projects.

He is a Senior Joint Military Policy and Doctrine Analyst for Science Applications International Corporation (SAIC) at US Joint Forces Command’s (USJFCOM’s) Joint Warfighting Center’s (JWFC/J-7’s) Doctrine and Education Group (DEG). Previously, he was a Senior Futures Analyst (Military) and provided predictive, analytical, and writing support to the Chief of the JFG (J-59), the Director of Strategy and Policy, and to the USJFCOM Commander. In addition, Mr. Maltz was as an Intelligence Doctrine Developer and a Senior Instructor, and Guest Lecturer for General Dynamics at the US Army Intelligence Center and Schools in Fort Huachuca, Arizona.

He also has extensive experience as a Concept Developer, as he worked for L-3 Communications/Titan Corporation at US Joint Forces Command’s Joint Futures Center and Experimentation Directorate (J-9). He created and refined Joint War fighting Concepts to enhance war fighting cap-abilities in the 2010-2026 timeframe in conformity with guidance from the Secretary of Defense and Chairman of Joint Chiefs of Staff.

During his 21 years of reserve military career he served as Chief of Evaluations, Training Officer, Intelligence Officer, and Counter-Terrorism Officer. He was submitted for three Meritorious Service Medals and seven Army Commendation Medals. He also received several General Officer letters of commendation for unit leadership and staff support, including one from the United States Southern Command (USSOUTHCOM) Director of Intelligence (J-2), in Panama.

His writings frequently appear in professional military journals.
