Charles (Chuck) Thornton is a doctoral candidate in the School of Public Affairs at the University of Maryland. He is currently a Graduate Research Fellow in the Center for International and Security Studies at Maryland, focusing on arms control and nonproliferation issues.

Mr. Thornton is a national security analyst with experience in Department of Defense policy-making and program management, and knowledge in the fields of weapons of mass destruction proliferation, non-proliferation, and counterproliferation, arms control, and international terrorism. He is an expert on Nunn-Lugar Cooperative Threat Reduction – US Government programs to secure weapons of mass destruction materials and dismantle their means of production and delivery – both in the Former Soviet Union and globally. Mr. Thornton is knowledgeable of Russian nuclear weapons and deterrence policies, and nuclear warhead protection, control and accounting measures. He has acquired insight into Russian government bureaucracy, budgeting process, and policy-making process. Mr. Thornton has detailed knowledge of existing nuclear arms control regimes (NPT, New START, START, SORT, INF, ABM, PNI), including treaty requirements, verification regimes, current and emerging verification technologies, and current implementation status. He is also acquainted with legislative relations and the legislative process, and knowledgeable of international terrorism, terrorist groups, and various counterterrorism activities.

Mr. Thornton currently is a Doctor of Philosophy candidate in international security policy in the School of Public Policy at the University of Maryland, received his Bachelor of Arts degree from the University of California, Berkeley, and received his Master of Arts degree from the Elliott School of International Affairs at The George Washington University. As an employee of Science Applications International Corporation, Chuck spent over six years helping the US Department of Defense manage the Nunn-Lugar Cooperative Threat Reduction Program. Specifically, he supported program management and policy development for the Russian CTR nuclear weapons safety and security program. He continues to consult for DoD through SAIC. Chuck received his MA from The George Washington University in security policy and his BA in political science from the University of California, Berkeley.
