David Garvey has over twenty years experience implementing transformational concepts for defense and security, working with international thought leaders in the field. In recent years he has been the Director of Boeing Phantom Works Saudi Arabia’s Strategic Decisions and Experimentation.
David Garvey is a career United States Navy officer, with service in multiple U.S. and worldwide locations. Soon after the Navy Garvey joined Boeing as a Subject Matter Expert (SME) in the Complex Systems Analysis Team.
In recent years he has been the Director of Boeing Phantom Works Saudi Arabia’s Strategic Decisions and Experimentation, with responsibility for all aspects of planning, building, staffing and operating a new facility in Defense subsidiary in the Kingdom, with a budget on the order of $10M per year.
Garvey is an intelligence subject matter expert, and a DOD Joint Sub-specialty Officer. He has lived the last five years overseas, delivering future concept exploration capabilities.
