Dr. Lowell Bautista is a Research Fellow at the Australian National Centre for Ocean Resources and Security (ANCORS). He is a lawyer with over ten years of experience in legal and policy research, litigation and consultancy. His areas of research include territorial and maritime boundary issues in the Asia-Pacific, the South China Sea, Philippine maritime and territorial issues, maritime piracy and terrorism, international humanitarian law, underwater cultural heritage, and international environmental law

Biography

Dr. Lowell Bautista is a Research Fellow at the Australian National Centre for Ocean Resources and Security (ANCORS), Faculty of Law, University of Wollongong. He is a lawyer with over ten years of experience in legal and policy research, litigation and consultancy.His areas of research include territorial and maritime boundary issues in the Asia-Pacific, the South China Sea, Philippine maritime and territorial issues, maritime piracy and terrorism, international humanitarian law, underwater cultural heritage, and international environmental law, on which topics he has also published.

Dr Bautista has participated in numerous research and consultancies, as well as in the preparation of submissions, opinions, and reports for government department and agencies in Australia and in the Philippines, as well as for regional and international organisations. On numerous occasions, Dr Bautista has provided confidential advice and opinions on matters pertaining to offshore oil and gas resources, the law of the sea, the South China Sea, maritime boundary delimitation and public international law to the Philippine Government as well as to private companies in the Philippines and in Australia.

In 2011, Dr Bautista was among the recipients of the highly-competitive UOW 2012 Vice Chancellor’s Postdoctoral Research Fellowship, for his project “Diffusing tensions in the South China Sea: The role of regional institutions and mechanisms in managing conflicts over territorial and maritime boundary disputes.” The Vice Chancellor’s Postdoctoral Research Fellowship Scheme was established ‘to support outstanding early career researchers to undertake full-time research’ in recognition of their ‘highly competitive track record relative to opportunity,’ and an ‘innovative program of research with the potential to make a significant contribution to the University’s research profile and priority research areas.’

At ANCORS, Dr Bautista is the Subject Coordinator for the following postgraduate courses: CMP 907 (Maritime Security Law and Policy) and CMP 908 (Contemporary Maritime Issues in the Asia-Pacific Region). Dr Bautista is also a Lecturer (effective 1 July 2013) at the Faculty of Law, University of Wollongong, where he teaches LLB 110 (Legal Research and Writing) LLB 160 (Foundations of Law B) and LLB 3923 (Law of the Sea).
